POSITION SUMMARY: Directs the organization’s financial planning and accounting practices for the Board and prospective contract agencies by performing the following duties personally or through subordinate staff.

QUALIFICATIONS: Masters prepared preferred. Bachelor’s degree and two to four years related experience or equivalent combination of education, training and experience is required. Advanced computer skills and knowledge of accounting software and spreadsheets is required. Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conforms to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factory analysis. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must possess current driver’s license. 

DUTIES: Performs all aspects of budget planning and review, including preparation of budget forecasting for both the Board and prospective contract agencies. Monitors flow of funding from all sources, oversees accounting functions of the Board and reports findings to Board and Executive Director.  Responsible for claims payment and reporting directly or by delegation to staff.  Facilitates or completes contract work for other Board administrative contracts. Performs grants-management activities, including monitoring of provision of services according to state and federal guidelines for reimbursement (agency and Board audits). Is actively involved in strategic planning for service, reimbursement mechanisms. Assures adequacy of systems for accounting and information systems.  Is responsible for overall accuracy of financial data and reporting. Staff liaison to Board Finance Committee and participates in any other Board committee as needed. Works closely with the Executive Director in developing policy for any aspect of financial planning and general administration. Supervises business staff and directs activities of those positions. Maintains close working relationship with contract agencies in all matters dealing with finance and administration. Works closely with the Board’s housing agency to assure that Board properties are well maintained and that good documentation of services, repairs and upgrades for each property is maintained. Maintains all administrative records of the agency including payroll records and monitors EEO compliance. Oversees or completes payroll activities. Serves as the Board’s Civil Rights Officer, Section 504 Officer and Privacy Officer. Responsible for compliance to current laws and regulations pertaining to fiscal operation of the Board. Develops and coordinates auditing processes for funded agencies and coordinates audits of Board by State Auditors.
